If two or more players have destroyed equal amount vehicles, the achievement is granted to the player who has earned more XP for the battle, including additional XP provided to Premium account users. If the amount of XP is equal as well, the achievement is not granted.

Replay description
The T2 Light is the fastest tier 2 tank in the game. Before the T100 LT and French Wheeled Vehicles, it was the fastest.
But is speed that important in this game? Somewhat, but no.
This tank is completely outclassed by the M2 Light in every way other than speed. Worse view range, the same cannon if you chose to use the mg on the M2, the M2 can use an actual cannon to have better penetration and shoot further distances, and most importantly, the M2 Light has much better frontal armor. It can take hits from machine guns; the T2 light can not.
However, the T2 Light is still a really cheap premium tank option out there for people that want to drive like a lunatic and club some seals in low tier play, just make sure you don't get hit.
